Your northern neighbour is friendly but wont help out against this enemy, and the problems you are having with your neighbour in the south are tying up a lot of your ships. You need to mobilise fast and in strength. Maybe you can turn others against this enemy with propaganda, maybe you can reason with him. Maybe you'll just have to trade with the Eighth House and pay to send your fleet of motherships a couple of hundred kilometers beyond the threat and hit him where it hurts ..."
